Our Team
Doug Howarth
CEO & Founder

Doug Howarth founded MEE, Inc. in 2011. For the 31 years prior to that, he worked for Lockheed Martin’s Skunk Works, where he worked as the F-117 Stealth Fighter Manufacturing Program Manager and retired as the head of their Parametric Analysis group.

Doug has published ten peer-reviewed papers.  His has issued works through the American Institute of Aeronautics and Astronautics (AIAA), the Institute of Electrical and Electronics Engineers (IEEE), the International Council of the Aeronautical Sciences (ICAS), the Society of Automotive Engineers (SAE) and the International Society of Parametric Analysts (ISPA)/ International Cost Estimating and Analysis Association (ICEAA).

In 2012, he gave an invited evening lecture at the Royal Aeronautical Society (RAeS) Headquarters in London, England entitled “The World, N-Dimensional Systems, and Ultralights.”  Doug has addressed the RAeS four times, and they have published his peer-reviewed work as well.  Doug has a Bachelor of Arts in Economics degree from Washington State University.

Kent Joris
Chief Technical Officer & Co-Founder

Kent Joris has over 16 years of experience in Department of Defense parametric cost estimating.  He received a B.S in Electrical Engineering from California Polytechnic University in 1986 and pursued a career in computer design for 10 years.  This included new hardware for early personal computers, as well as the now extinct PDP-11 and VAX machines.

In 1996, Mr. Joris began work at Lockheed Martin’s Skunkworks facility as a parametric cost estimator.  In that role he joined a small team that spent 4 man years examining in detail 60 years of Skunkworks history, and subsequently developed cost estimating relationships at WBS level 4 for both prototype and SDD programs.  He continued with Lockheed Martin for the next dozen years as a Senior Cost Estimator working a great number of conceptual and prototype programs, including the X-33, the Joint Strike Fighter, and the PoleCat.

In addition, he extensively trained Lean/Six Sigma students, primarily in statistics.  In 2009, Mr. Joris joined TASC, Inc as an Operations Research Analyst supporting classified efforts and the Air Force Cost Analysis Agency.  In 2012, he left TASC to work with MEE Inc., which he co-founded.

Shad Torgerson
Chief Information Officer & Co-Founder

Shad holds bachelor's and master's degrees from the school of Aeronautics and Astronautics at Purdue University.  His diverse experience encompasses a range of work in aerodynamics, aircraft design, flight and ground testing, software development and data analysis.  As a graduate student, Shad pioneered the development of non-contact optical pressure and temperature measurement systems for jet engine compressor blades.

His professional experience was gained while working in the Aerodynamics Department of Lockheed Martin in Marietta, Georgia and Palmdale, California.  For the F-22 fighter program, he developed an advanced suite of programs for flight testing that allowed rapid data analysis, parameter identification, aerodynamic database updating and visualization of flight test maneuvering.  While at Lockheed Martin's Advanced Development Programs division, Shad developed and utilized software for rapid conceptual design for several high speed aircraft programs.

In addition, he worked with a university on advanced aerodynamic research, taught programming to Lockheed Martin engineers and performed ground testing in support of several programs.  Shad is the CIO at MEE, Inc. and develops advanced analytical software for the company.
